بيان تضامني مع ضحايا ما بات يعرف بملف "بنات سلا

المغتصبات"
 
على إثر ما يتم تداوله في فيديو على مواقع التواصل الاجتماعي لسيدة تشجب فيه قرار المحكمة الصادر ضد 17 متهما باغتصابها وشقيقاتها، وتتهم فيه بالتقصير عناصر بالضابطة القضائية المعنية بالبحث، وكذا هيئة المحكمة بالانحياز للجناة بإصدار أحكام مخففة ضد المتهمين لا تعكس حقيقة وخطورة الجرائم التي ارتكبوها؛ حيث تعود تفاصيل الملف إلى شهر غشت 2020، لما أقدمت عصابة مكونة من عدة أشخاص على اقتحام أحد المنازل ليلا في منطقة بولقنادل واختطاف شابتين، وتعريضهما للاعتداء والاغتصاب الجماعي، ليتم بعد ذلك اعتقال ومحاكمة 5 أفراد، صدرت ضدهم في جلسة يوم 19/05/2022 أحكام، حددتها المحكمة في 12 سنة سجناً نافذاً، وسنتين حبسا نافذا لمتهمة، كانت هي من نسقت عملية الهجوم على المنزل واختطاف الضحايا؛       
وأخذا بعين الاعتبار تصاعد انتهاكات حقوق النساء، وتواتر حالات الاغتصاب والاعتداءات عليهن، وفي ظل غياب الإرادة السياسية لدى الدولة لضمان أمنهن وسلامتهن، وإعمال العدالة في كل ما تتعرض له الضحايا من اعتداءات وعنف وتحرش...وجعل حد لإفلات مرتكبيها من العقاب، فإن التنظيمات الموقعة على هذا البيان:
تستنكر بأشد العبارات ارتفاع وتيرة الاغتصاب والاعتداءات الجنسية ضد النساء والفتيات القاصرات والأطفال وتحذر من أي تطبيع مع هذه الآفة الخطيرة، وتسائل الدولة عن مسبباتها السياسية والاجتماعية والاقتصادية والتربوية والثقافية، وعن غياب التدابير الحمائية الكفيلة بصيانة النسيج المجتمعي بما يكفل أسبابَ العيش الآمن والمشترك لجميع المواطنات والمواطنين؛
تدين جريمة الاعتداء والاغتصاب الجماعي لضحايا ما بات يعرف بملف "بنات سلا المغتصبات"، وتتضامن معهن، كما تشدد على مسؤولية الدولة في توفير شروط وضمانات المحاكمة العادلة بما يكفل حقوق الضحايا ويتناسب وحجم الضرر المادي والمعنوي الذي لحقهن، ولحق المجتمع على حد سواء؛
تطالب السلطات المختصة بفتح تحقيق قضائي حول ما ورد في شريط الفيديو من وجود شبهة الارتشاء، وعدم متابعة جميع المتورطين في هذا الاعتداء، وكذلك عدم تقديم المساعدة للضحايا فور وقوع الاعتداء عليهن...، كما تطالب بترتيب ما يلزم قانونا على ضوء نتائج البحث، وكشف جميع حيثياته للرأي العام، وإنزال أشد العقوبات المقررة قانونا على كافة المتورطين والمتسترين على اقتراف هذه الجريمة الشنيعة واللاإنسانية.

250 شبكة ومنظمة حقوقية ومدنية تدين اعتداءات
قوات دولة الاحتلال والفصل العنصري على المصلين في المسجد الأقصى
وتطالب بتسريع التحقيق في جرائمها ووقف التطبيع معها وتزويدها بالسلاح وفرض عقوبات عليها
 
تدين المنظمات الحقوقية والمدنية الموقعة أدناه بشدة إرهاب دولة الكيان الصهيوني والاحتلال والفصل العنصري واعتداءاتها المتواصلة في حق الشعب الفلسطيني، والسماح للقوات الخاصة للاحتلال الاعتداء على المصلين فجر الجمعة الموافق 15 ابريل/نيسان بالضرب واطلاق القنابل الغازية والصوتية واستخدام الرصاص المطاطي والهراوات والتي استهدفت الأجزاء العليا من أجساد المصلين في المسجد الأقصى، نتج عنها بحسب شهود العيان، أكثر من (203) إصابة وإعتقال أكثر من (469) فلسطينياً، ناهيك عن الاعتداء على المسعفين والصحافيين لمنعهم من مساعدة الجرحى.  
وتدعو المنظمات والشبكات الحقوقية والمدنية كافة الدول والمنظمات الدولية الحكومية وغير الحكومية إلى إدانة دولة الاحتلال والفصل العنصري على هذه الانتهاكات في المسجد الأقصى، والتي تأتي في سياق انتهاكات خطيرة والجرائم بحق الشعب الفلسطيني المتواصلة منذ سبعة عقود ونيف، والتي تتم، للأسف الشديد، على مرأى ومسمع دول تلوذ بالصمت المخجل وتعبر عن سياسة الكيل بمكيالين حيال حقوق الشعوب.
وتؤكد المنظمات الموقعة على أن هذه الاعتداءات لقوات الاحتلال في المسجد الأقصى تأتي ضمن مخطط تهويدي لتطبيق التقسيم الزماني والمكاني في المسجد أسوة بما فعلته إزاء المسجد الابراهيمي في الخليل، وفي اطار رؤية تستهدف إظهار الصراع على الأرض الفلسطينية المحتلة هو صراع ديني وليس صراعا ناجما عن الإستعمار الإستيطاني للأرض الفلسطينية وعن الاحتلال وانتهاكات خطيرة للقانون الدولي العام والقانون الدولي لحقوق الإنسان والقانون الإنساني، خصوصا لإتفاقيات جنيف لعام 1949، والبروتوكول الأول الإضافي لعام 1977، وجرائم حرب وجرائم ضد الإنسانية وإبادة جنس، التي تعرضت لها حقوق الشعب الفلسطيني غير القابلة للتصرف وفي مقدمتها حق عودة اللاجئين والنازحين وحق تقرير المصير وبناء الدولة المستقلة. هذا وكانت سلطات الاحتلال وطوال أسابيع سبقت حلول شهر رمضان تمهد لتحويل الشهر الفضيل الى شهر دامٍ للشعب الفلسطيني، وصعدت سياسات الإعدام خارج القانون منذ بدء العام. 
يعتبر الموقعون أدناه أن مواصلة دولة الاحتلال والأبارتهايد الصهيونية إغتصاب حقوق الشعب الفلسطيني ومواقف الدول التي تكيل بمكيالين حيالها شكلاً من أشكال "معاداة الفلسطينيين"، وممارسة صارخة لإزدواجية المعايير تجاه حقوق الإنسان والشعوب، وسكوتا فاضحا عن جرائم الاحتلال الصهيوني، وإمعانا في معاداة الفلسطينيين وحقهم بالدفاع عن حقوقهم الوطنية المشروعة، ولم يكن لكل ذلك أن يتم لولا هرولة بعض الأنظمة للتطبيع مع دولة الاحتلال ضاربة عرض الحائط بمبادئ التضامن العربي.
وأخيرا يحث الموقعون على:
أولاً: تسريع محكمة الجنايات الدولية التحقيق في جرائم الاحتلال التي ترقى إلى جرائم ضد الإنسانية.
ثانياً: دعوة الدول السامية المتعاقدة إلى إلزام دولة الاحتلال والفصل العنصري إلى تطبيق واحترام المادة المشتركة الأولى في اتفاقيات جنيف، والتي تنص على تعهد الأطراف السامية المتعاقدة بان تحترم الاتفاقية وتكفل احترامها في جميع الأحوال.
ثالثاً: اتخاذ مجلس حقوق الإنسان وكل الهيئات المعنية بحقوق الإنسان موقفا صارما ضد انتهاكات دولة الاحتلال والأبرتهايد في فلسطين المحتلة.
رابعاً: دعوة مجلس الأمن الدولي لعقد جلسة طارئة يتخذ فيها قرارا وفقا للفصل السابع لميثاق الأمم المتحدة بإدانة الأعمال الوحشية لدولة الاحتلال والأبرتهايد ضد الشعب الفلسطيني والتي تهدد السلم والأمن الدوليين.
خامساً: وقف كل الدول التطبيع مع دولة الاحتلال والفصل العنصري وقطع العلاقات الاقتصادية وغيرها معها على غرار ما حصل مع نظام الفصل العنصري في جنوب افريقيا.
سادساً: امتناع دول العالم عن تزويد دولة الاحتلال والابرتهايد بالأسلحة احتراما لمعايير اتفاقية الاتجار بالأسلحة ووقف التجارة معها وفرض عقوبات عليها.

250   Human Rights and Civil Organizations Condemn the Attacks by the Apartheid and Occupation Forces against Worshipers in Al-Aqsa Mosque
The Organizations Call for Accelerating the Investigation of Occupation’s Crimes, Stopping Normalization with It, not to Provide It with Weapons, and Impose Penalties on It
 
The undersigned human rights and civil organizations strongly condemn the terrorism of the occupying and apartheid Zionist state"Israel" and its continuous attacks against the Palestinian people, allowing the occupation’s special forces to attack worshipers at dawn on Friday, April 15, by beating them, firing gas and sound bombs, and using rubber bullets and batons, which targeted the upper parts of the worshipers’ bodies, according to eyewitnesses, in Al-Aqsa Mosque, and it resulted in more than (203) injuries and the arrest of more than (469) Palestinians, not to mention the attacks on paramedics and journalists to prevent them from helping the wounded.
Human rights and civil organizations and networks call on all countries and international governmental and non-governmental organizations to condemn the occupying and apartheid state for these violations at Al-Aqsa Mosque, which come in the context of serious violations and crimes against the Palestinian people that have continued for more than seven decades, and which, unfortunately, are taking place in full view and hearing of countries that resorts to shameful silence and follow the policy of double standards regarding the rights of peoples.
The undersigned organizations affirm that these attacks by the occupation forces in Al-Aqsa Mosque come within a Judaization scheme to implement the temporal and spatial division in the mosque, similar to what they did towards the Ibrahimi Mosque in Hebron, and within the framework of a vision targeting the conflict on the occupied Palestinian land is a religious conflict and not a conflict resulting from the settlement colonization of the Palestinian land, the occupation, and serious violations of public international law, international human rights law, and humanitarian law, especially the Geneva Conventions of 1949, and the first additional Protocol of 1977, war crimes, crimes against humanity, and genocide, to which the inalienable rights of the Palestinian people were exposed, foremost of which is the right of return of refugees and displaced persons, the right to self-determination, and the right to an independent state. During the weeks before the advent of Ramadan, the occupation authorities were paving the way to turn the holy month into a bloody month for the Palestinian people, and the policies of extrajudicial executions have escalated since the beginning of the year.
The undersigned consider the continuation of the occupying apartheid Zionist state to violate the rights to the Palestinian people and the positions of the countries that use double standards regarding them as a form of “anti-Palestinians”, a flagrant practice of double standards towards human and peoples’ rights, a blatant silence about the crimes of the Zionist occupation, and further hostility to the Palestinians and their right to defend their legitimate national rights.
Finally, the signatories urge:    
First: The International Criminal Court expedites the investigation of the crimes of the occupation that amount to crimes against humanity.
Second: Calling the High Contracting States to oblige the occupying and apartheid state to apply and respect the first common article in the Geneva Conventions, which stipulates the commitment of the High Contracting Parties to respect and ensure respect for the Convention in all cases.
Third: The Human Rights Council and all bodies concerned with human rights take a firm stance against the violations of the occupying and apartheid state in occupied Palestine.
Fourth: Invite the UN Security Council to hold an emergency session in which it takes a decision in accordance with Chapter VII of the Charter of the United Nations condemning the brutal acts of the occupying and apartheid state against the Palestinian people that threatens international peace and security.
Fifth: All countries stop normalization with the occupying and apartheid state and cut economic and other relations with it, similar to what happened with the apartheid regime in South Africa.
Sixth: The countries of the world abstain from supplying the occupying and apartheid state with weapons in respect of the standards of the Arms Trade Agreement, stopping trade with them and imposing sanctions on them.

250 organisations et réseaux de défense des droits de l'homme et de la société civile condamnent les attaques des forces israeliennes d'occupation et de l'apartheid contre les fidèles de la mosquée Al-Aqsa
Ils appellent à accélérer l'enquête sur ces crimes, à arrêter la normalisation avec l’occupant sioniste i, et à lui fournir des armes et demande de lui imposer des sanctions

Les organisations de défense des droits de l'homme et de la société civile soussignées condamnent fermement le terrorisme de la puissance occupante et de l’Etat sioniste de la discrimination raciale "Israël" 
Elles  condamnent ses attaques continues contre le peuple palestinien et sa politique  permettant aux forces spéciales de l'occupation d’ attaquer les fidèles à l'aube du vendredi 15 avril, en les  battant et en lançant suir eux des bombes de gaz et le son, et l'utilisation de balles et de matraques en caoutchouc, qui visaient les parties supérieures des corps des fidèles de la mosquée Al-Aqsa, selon des témoins oculaires,
Ces agissements ont causé plus de (203) blesses et ont entrainé  l'arrestation de plus de (470) Palestiniens, sans parler de l'agression contre les ambulanciers et les journalistes pour les empêcher de secourir les blessés.
Les organisations et réseaux de défense des droits de l'homme et de la société civile appellent tous les États, les organisations internationales et les organisations  gouvernementales et non gouvernementales de condemner le gouvernement de la puissance occupante et de l'apartheid pour ses violences  à la mosquée Al-Aqsa qui interviennent dans le contexte de graves violations et crimes contre le peuple palestinien et qui se poursuivent depuis sept décennies  ,et qui, malheureusement, se déroulent sous les yeux et les oreilles de tous les  pays du monde dans un silence honteux et étranges et qui est l’expression  d’ une politique de” deux poids deux mesures” sur les droits des peuples.
Les organisations soussignées soulignent que ces attaques des forces d'occupation contre la mosquée Al-Aqsa font partie d’un plan de judaïsation  des lieux saints en appliquant  une division temporelle et spatiale  de la Mosquée similaire à celle imposée à la Mosquée  Ibrahimi à Hébron  et dans le cadre d’une politique qui   vise à démontrer que le conflit sur le territoire palestinien occupé est un conflit religieux, et non pas un conflit causé par la colonisation de la terre palestinienne,  et par l’occupation et les 
violations graves du droit international public du droit international des droits de l'homme et le droit humanitaire, en particulier les Conventions de Genève de 1949, son Protocole additionnel  de 1977,
relatifs aux crimes de guerre, crimes contre l'humanité et génocide, perpétrés en violation des droits inaliénables du peuple palestinien,  au premier rang desquels le droit au retour des réfugiés et des déplacés, le droit à l'autodétermination et la construction d'un État indépendant.
Les autorités de l’occupation depuis les semaines précédant  l’avènement du Ramadan , ont ouvert la voie pour faire de ce mois sacré en un mois sanglants pour le people palestinien;ainsi les executions extrajudiciaires se sont multiplies depuis le début de l’année.
Les soussignés considèrent que l'État d'occupation et l'apartheid sioniste continuent d'usurper les droits du peuple palestinien Ils considèrent en outre que les positions des pays qui utilisent la politique de double standards à leur égard constituent une forme de haine « anti-palestinienne » et une pratique dicriminatoire flagrante en matière de droits de l'homme et des peuples.
Ils considèrent que  leur silence manifeste sur les crimes de l'occupation Un silence flagrant sur les crimes de l'occupation sioniste, est l’expression de la persistance de leur hostilité  contre les Palestiniens et leurs droits à défendre leurs droits nationaux légitimes. Et tout cela n’aurait jamais pu se produire sans la précipitation de certains régimes arabes à normaliser avec l'État occupant, ignorant les principes de solidarité arabe.
Enfin, les signataires demandent instamment :
Premièrement : que la Cour pénale internationale devrait accélérer l'enquête sur les crimes de l'occupation qui constituent des crimes contre humanité.
Deuxièmement : Appeler les Hautes Parties contractantes à obliger l'Etat occupant et l'Etat d'apartheid à appliquer et à respecter l'article premier commun aux Conventions de Genève, qui stipule l'engagement des Hautes Parties contractantes à respecter et à faire respecter la Convention dans tous les cas.
Troisièmement  : Appeler les Hauts États contractants à obliger la puissance occupante et l'État d'apartheid à mettre en œuvre et à respecter l'article premier commun aux Conventions de Genève, qui stipule que les Hautes Parties contractantes s'engagent à ce que La Convention soit respectée et faire en sorte qu'elle soit respectée en toutes circonstances.
Quatrièmement: Appeler le Conseil de sécurité des Nations unies à tenir une session d'urgence au cours de laquelle il prend une décision conformément au chapitre VII de la Charte des Nations unies  stipulant que l'ONU condamne les atrocités de la puissance occupante et de l'apartheid contre le peuple palestinien, qui menacent la paix et la sécurité internationale.
Cinquièmement : Que tous les pays arrêtent la normalisation avec l'État occupant et de  l'apartheid et coupent les relations économiques avec lui comme cela a été fait avec le régime d'apartheid en Afrique du Sud.
Sixièmement : Que tous  Les pays du monde s'abstiennent de fournir des armes au pays occupant et d'apartheid dans le respect des normes de la Convention relative au trafic d'armes, et en mettant fin à tout commerce avec lui et lui  imposer des sanctions.

250 Las organizaciones civiles y de derechos humanos condenan los ataques de las fuerzas de apartheid y ocupación contra fieles en la mezquita de Al-Aqsa
Las organizaciones piden acelerar la investigación de los crímenes de la ocupación
 

Las organizaciones civiles y de derechos humanos abajo firmantes condenan enérgicamente el terrorismo del Estado sionista ocupante y de apartheid "Israel" y sus continuos ataques contra el pueblo palestino, permitiendo que las fuerzas especiales de la ocupación ataquen a los fieles en la madrugada del viernes 15 de abril, golpeándolos, disparando bombas de gas y sonido, y utilizando balas de goma y porras, que apuntaron a las partes superiores de los cuerpos de los fieles,  según testigos presenciales, en la mezquita de Al-Aqsa, y resultó en más de (203) heridos y el arresto de más de (469) palestinos, sin mencionar los ataques contra paramédicos y periodistas para evitar que ayudaran a los heridos.
Las organizaciones y redes civiles y de derechos humanos hacen un llamamiento a todos los países y a las organizaciones internacionales gubernamentales y no gubernamentales para que condenen al Estado ocupante y del apartheid por estas violaciones en la mezquita de Al-Aqsa, que se producen en el contexto de graves violaciones y crímenes contra el pueblo palestino que han continuado durante más de siete decenios y que, lamentablemente, se están produciendo a plena vista y vemos a países que recurren a un silencio vergonzoso y siguen la política del  doble estándar respecto a los derechos de los pueblos.
Las organizaciones abajo firmantes afirman que estos ataques de las fuerzas de ocupación en la mezquita de Al-Aqsa se enmarcan en un plan de judaización para aplicar la división temporal y espacial en la mezquita, similar a lo que hicieron con la mezquita de Ibrahimi en Hebrón, y en el marco de una visión dirigida al conflicto en la tierra palestina ocupada es un conflicto religioso y no un conflicto resultante de la colonización de asentamientos de la tierra palestina.  la ocupación y las violaciones graves del derecho internacional público, las normas internacionales de derechos humanos y el derecho humanitario, especialmente los Convenios de Ginebra de 1949 y el primer Protocolo adicional de 1977, los crímenes de guerra, los crímenes de lesa humanidad y el genocidio, a los que se expusieron los derechos inalienables del pueblo palestino, entre los que destaca el derecho al retorno de los refugiados y las personas desplazadas,  el derecho a la autodeterminación y el derecho a un Estado independiente.  Durante las semanas previas al advenimiento del Ramadán, las autoridades de ocupación estaban allanando el camino para convertir el mes sagrado en un mes sangriento para el pueblo palestino, y las políticas de ejecuciones extrajudiciales se han intensificado desde principios de año.
    
Las organizaciones abajo firmantes consideran que la continuación del Estado ocupante sionista de apartheid viola los derechos del pueblo palestino. Es un silencio flagrante el de los crímenes de la ocupación sionista,  y es una grave hostilidad hacia los palestinos y su derecho a defender sus derechos nacionales legítimos.
Finalmente, los firmantes instan a:
Primero: Se le pide a la Corte Penal Internacional acelerar la investigación de los crímenes de la ocupación que constituyen crímenes de lesa humanidad.
Segundo: Llamar a los Altos Estados Contratantes a obligar al Estado ocupante y al Estado del apartheid a aplicar y respetar el primer artículo común de los Convenios de Ginebra, que estipula el compromiso de las Altas Partes Contratantes de respetar y garantizar el respeto de la Convención en todos los casos.
Tercero: El Consejo de Derechos Humanos y todos los órganos interesados en los derechos humanos adoptan una postura firme contra las violaciones del Estado ocupante y de apartheid  en la Palestina ocupada.
Cuarto: Invitar al Consejo de Seguridad de la ONU a celebrar una sesión de emergencia en la que tome una decisión de conformidad con el Capítulo VII de la Carta de las Naciones Unidas condenando los actos brutales del Estado ocupante y de apartheid  contra el pueblo palestino que amenazan la paz y la seguridad internacionales.
Quinto: Todos los países detienen la normalización con el estado ocupante y de apartheid y cortan las relaciones económicas y de otro tipo con él, similar a lo que sucedió con el régimen de apartheid en Sudáfrica.
Sexto: Los países del mundo se abstienen de suministrar armas al Estado ocupante y del apartheid  con respecto a las normas del Acuerdo sobre el Comercio de Armas, detener el comercio con ellos e imponerles sanciones.

Оккупационных сил и апартеид против верующих в мечети Аль-Акса .
Они призывают  ускорить расследования этих  преступлений, прекратить  нормализации, снабжение  оружием и наложить на страну  взыскания
 
 Нижеподписавшиеся правозащитные и гражданские организации решительно осуждают терроризм оккупационного и апартеидного сионистского государства «Израиль» и его непрекращающиеся нападения на палестинский народ. Оккупационный спецназ на рассвете в пятницу, 15 апреля 2022г., напал на верующих палестинцев, избивая их и стреляя газовыми  и звуковыми бомбами, примененяя  резиновые  пули и дубинки .По словам очевидцев, в мечети Аль-Акса  ранено более чем 203 верующих, арестовано более 470 палестинцев, не говоря уже о нападениях на медработников и журналистов.
 Правозащитные и гражданские организации  призывают все страны и международные правительственные и неправительственные организации осудить оккупационную власть и апартеид за нарушения в мечети Аль-Акса, которые происходят в контексте серьезных нарушений и преступлений против палестинского народа, которые продолжаются уже более семи десятилетий, и которые, к сожалению, происходят на глазах у всех стран. Они используют  позорное  молчание,выражая политику двойных стандартов в отношении прав народов.
 
 
 
Нижеподписавшиеся организации утверждают, что эти нападения оккупационных сил на мечеть Аль-Акса являются частью схемы иудаизации, направленной на разделение мечети во времени и пространстве, аналогично тому, что они сделали в отношении мечети Ибрагима в Хевроне, что конфликт на оккупированной палестинской земле является конфликтом на религиозной почве, а не конфликтом, возникшим в результате поселенческой колонизации палестинской земли, оккупации и серьезных нарушения международного публичного права, международного права в области прав человека и гуманитарного права, согласно  Женевским  конвенциям  1949 года и Протокола к первому дополнению 1977 года, о военных преступлениях и преступлениях против человечества  и геноцид, которым подвергнуты неотъемлемые права палестинского народа , прежде всего право на возвращение беженцев и перемещенных лиц, право на самоопределение и строительство независимого государства. За несколько недель до наступления Рамадана оккупационные власти готовили почву для превращения священного месяца в кровавый месяц для палестинского народа, и с начала года политика внесудебных расстрелов усилилась.
 Нижеподписавшиеся считают продолжение оккупационным государством и апартеидом узурпации прав палестинского народа, а также позицию стран, использующих двойные стандарты в отношении их как формы «антипалестинцев», вопиющей практикой двойных стандартов в отношении человека и прав народов, вопиющее замалчивание преступлений сионистская оккупация и дальнейшая враждебность к палестинцам и их праву на защиту своих законных национальных прав.
 Подписавшиеся призывают:
 Во-первых: Международный уголовный суд ускорит  расследование преступлений оккупации, которые приравниваются к преступлениям против человечества.
Во-вторых: призыв к Высоким Договаривающимся Государствам обязать оккупирующее государство и государство апартеида применять и соблюдать первую общую статью Женевских конвенций, которая предусматривает обязательство Высоких Договаривающихся Сторон уважать и обеспечивать соблюдение Конвенции во всех случаях.
Третье: Совет по правам человека и все органы по правам человека заняли твердую позицию против нарушений оккупационной власти и апартеида в оккупированной Палестине.
Четвертое: Созыв Совета Безопасности ООН на экстренное заседание, на котором он в соответствии с главой VII Устава ООН принимает решение, осуждающее жестокие действия оккупационной державы и апартеида против палестинского народа, угрожающие миру и безопасности во всем мире.
Пятое: все страны прекращают нормализацию отношений с оккупационным государством и государством апартеида и разрывают с ним экономические и другие отношения, подобно тому, как это произошло с режимом апартеида в Южной Африке.
В-шестых: страны мира воздерживаются от поставок оружия странам-оккупантам и странам апартеида в соответствии со стандартами Соглашения о торговле оружием, прекращения торговли с ними и введения против них санкций.

قرار الأمس بالتصويت بالامتناع لم يكن قرارا فرديا بل بعد التشاور مع تنظيمي الحزبي الذي امثله في المجلس إذ كان قرارنا متواز مع التعميم الوطني الذي يدعونا للتنسيق ودعم الاحزاب الوطنية الديمقراطية التي هي أحزاب الكثلة الديمقراطية. ولأن مجلس مدينة سلا كان يتنافس على قيادته حزبين حليفين حزب الاستقلال و حزب التقدم والاشتراكية فقد قررنا عدم الاصطفاف الي جانب اي حزب ضد الاخر وبالتالي صوتنا بالامتناع. وبعد نهاية العملية الانتخابية والتي صوتنا في جميع مراحلها بالامتناع سواء أثناء التصويت عن العمدة او عن النواب او عن الكاتب العام، اخدت الكلمة وشرحت سبب تصويتنا بالامتناع واكدت مساندتنا النقدية لحزب الاستقلال في مسؤوليته الجديدة في قيادة مجلس المدينة، و مشروعه في مجالس مقاطعاتها الخمس. وساستمر في مجلس المدينة وبمعية رفيقي مصطفى قصباوي في مجلس المقاطعة في ترجمة قرارات الحزب سواء في المساندة النقدية لحلفائنا في حزب الاستقلال او في مختلف قضايا المدينة التي تخص اختصاصات مجلس مدينة سلا.
